The campaign in Gaza is entering a long and complex phase in which Israel must combine military resolve with conceptual and technological renewal. The “20-Point Plan” formulated by the Trump administration, which included broad international agreement in principle on demilitarizing the Gaza Strip – has remained only on paper. Hamas, contrary to its commitments, continues to stockpile weapons, rebuild tunnels, and plan attacks against Israeli civilians. In this reality, Israel cannot rely on deterrence alone; it must develop new operational systems that preserve its qualitative edge.

The Next Phase: Technological Superiority in the Urban Arena
The central challenge in confronting Hamas is fighting in densely populated terrain with a large civilian population. Developing an advanced airborne laser system capable of neutralizing individuals from high altitude could become a true “game changer” on the battlefield.

Imagine a lightweight unmanned aerial vehicle (UAV) equipped with a precise laser system for short- and medium-range engagement. The UAV would operate at an altitude of about two kilometers, painted in light blue, white, and grey hues to blend into the skies over the Strip, conducting continuous scans to detect armed militants or active cells.

Upon identifying a target, the laser would strike the weapon in the militant’s hands, as well as non-lethal areas of the body, in accordance with international conventions prohibiting eye injuries or unnecessary harm.

Operational Advantages
The primary advantage of such a system lies in its precision and rapid response. There is no need to fire an expensive missile or launch artillery that might endanger civilians. A focused laser beam allows for pinpoint, quiet, almost instantaneous neutralization—without exposing ground forces or violating international norms.

The system also enables sustained regional control: the UAV can operate for many hours, maintaining an “invisible presence” over areas of terrorist activity, deterring militants who know any suspicious movement will be detected and thwarted in real time.

In this reality, every Hamas militant would have to think twice before carrying a weapon, knowing it could immediately expose him to targeted engagement. As a result, effective deterrence would emerge, reducing the presence of weapons in the streets of Gaza. At the same time, Gaza civilians suffering from Hamas’s ongoing repression may seize the opportunity to resist, expose militants, and assist in counter-terror operations – thereby directly contributing to Israel’s security.

Legal and International Aspects
The use of laser weapons is subject to international treaties, including the 1995 UN Protocol prohibiting laser weapons designed to cause blindness. This proposal fully complies with these guidelines: the laser is not intended to target eyes but to operationally neutralize an armed militant only. In this way, Israel could demonstrate to the international community a responsible and controlled use of advanced technology while reducing civilian harm — a core objective of international humanitarian law.

The system would join Israel’s trend of technological superiority – from Iron Dome to laser interceptors against drones and rockets. But unlike defensive systems, this is a precise offensive tool capable of altering the balance of power even in low-intensity conflicts. In the future, similar systems could be deployed in additional arenas: the West Bank, the Lebanese border, or even along the far southern borders — to provide a new layer of security based on precision, availability, and relatively low operational cost.

To prevail in a prolonged campaign against persistent Hamas terrorism, Israel must integrate battlefield expertise, artificial intelligence, and precision laser technologies. The key to victory lies not only in strength — but in the ability to strike the enemy with surgical precision, speed, and responsibility.
